A lot user with no experience in Web Design will simply start design a website as they like. But for a Web Designer, they have to take consider on UI/UX (User Interface & User Experience). They will design a website based on UI/UX to improve the user experience when using your website.

Web designers will write some magical code that makes your site look or function differently. (where it says “Customized CSS”)
This is sometimes necessary to achieve the desired function, and sometimes it’s a stylistic choice to add some brand-specific flair or differentiate your site from other sites built on the same template.
